推翻 ADR-010 的口令/会话/岗位授权:身份只认 Bearer JWT(jose 本地验签),
权限只到三个端(design/ops/workbench),角色→端一张表运营中心可改;
岗位本地 + 名册经 Admin API 同步;SSE 与下载走 60s 票据;退役契约留一轮回 410。
只做后端,web 不动。四问与三取舍已由用户裁决,记在 §2。
